Military Blocks Civilians in Katha Area from Fleeing Ongoing Fighting

While the Military Council is currently conducting elections, fighting has simultaneously intensified in several areas. It is reported that civilians in areas experiencing heavy clashes are being denied the opportunity to flee to safety.
In the Katha area, located along the Kachin State–Sagaing Region border, intense fighting has been ongoing since around 26 December between the People’s Defense Forces (PDF) and the Military Council. As the clashes continue, local residents are reportedly facing serious difficulties because the military has blocked their ability to flee.
The fighting reportedly began outside the town, and the continuous sound of heavy weapons fire has caused fear among local residents. Although civilians have been preparing to escape, they have reportedly not been allowed to do so.
The clashes are occurring near Katha Wards 5 and 8 and around the vicinity of Light Infantry Battalion (LIB) 309. As Y-12 aircraft have been repeatedly flying overhead, residents are increasingly fearful. Although many wish to flee, they have not been granted permission and are instead sheltering in churches, monasteries, and schools.
The fighting remains intense, and houses have reportedly been damaged and destroyed by fire. According to the 2014 census, approximately 26,000 people live in the Katha area.
Due to the possibility of further escalation, resistance forces have warned civilians to flee as soon as possible. However, as the military continues to block evacuation, the situation for civilians has become even more difficult.
