Students and Parents Face Difficulties as School Transfer Certificates Are Not Issued

Students studying at affiliated high schools in Putao Township are reportedly facing difficulties transferring schools because school transfer certificates and recommendation letters are not being issued.
According to reports, there are two Basic Education High Schools and around ten affiliated high schools in Putao Township. A parent of a student attending the affiliated high school in Lungsha Yang said that, citing the political situation in previous years which resulted in lower-than-expected student enrollment numbers, schools are now refusing to issue transfer certificates and recommendation letters to students wishing to transfer for the 2026–27 academic year.
Parents are also worried because affiliated schools are facing shortages of teaching staff, causing students’ education to fall far behind. They have also observed rising rates of school dropouts and behavioral problems among children.
“This year, we are trying to transfer our child to another school, but the principal refused to issue a transfer certificate, so we are facing great difficulties. The school said that the number of students has not increased year by year but has only decreased. Because of that, they cannot allow transfers. They also gave reasons such as there being higher-level instructions not to allow students to transfer from their original schools, since many teenagers are joining revolutionary forces. Almost all village schools are lacking enough teachers. On average, there is only about one teacher per classroom, so the children’s education is falling far behind,” said one parent.
According to parents, students in Putao Township also faced shortages of printed textbooks during the previous academic year, and there are concerns that the same situation could happen again this year.
